Background
Kabupaten Lanny Jaya is one of the most remote regencies in Papua, situated in the highlands with limited road access and virtually no terrestrial telecommunications infrastructure. PT Natha Buana Indonesia was invited to propose a practical solution to give the regency the bandwidth it needed for SPBE.
The Connectivity Challenge
- Palapa Ring microwave backbone: shared capacity severely limited per subscriber
- Legacy VSAT: high latency (600+ ms), low bandwidth (2–4 Mbps), high cost
- No fiber optic — civil works are impractical given mountainous terrain
- Unreliable power supply — PLN availability is intermittent in many areas
Proposed Solution: Starlink + LAN Distribution
- Bupati Office Complex: Starlink terminal up to 500 Mbps, distributed via fiber optic and WiFi
- Multiple Dinas/OPD Offices: Connected via Point-to-Point radio links or fiber LAN
- Kominfo Office: Dedicated Starlink terminal and network management node
- Bandwidth management: Dynamic allocation per OPD based on time-of-day and application priority
SPBE Enablement
- Access to national e-Government applications (SIPD, SIMDA, Satu Data Indonesia)
- Inter-OPD data integration via government intranet
- Video conferencing with provincial government in Jayapura and central government in Jakarta
- Online public service portals for community access
- Electronic document management and digital signatures
