Project Context
Kabupaten Mamberamo Tengah sits deep in the highlands of Papua, accessible only by small aircraft. Its government offices lack reliable internet yet are required to implement national SPBE mandates. PT Natha Buana Indonesia proposed a Starlink-based solution tailored to these constraints.
Proposed Network Architecture
- Bupati Office Complex: 2 x Starlink terminals, load-balanced for 200 Mbps aggregate capacity
- Dinas Dukcapil: Point-to-Point radio link from Bupati complex
- Dinas Kominfo: Dedicated Starlink terminal serving as network management hub
- Additional Dinas offices: Connected via LAN extension or additional P2P radio links
Why Starlink Over Traditional VSAT
- 10–50x more bandwidth: 100–200 Mbps vs 2–4 Mbps from legacy VSAT
- 15–30x lower latency: 25–40 ms vs 600+ ms
- Simpler installation: no large dish, auto-aligning terminal
- Redundancy: multiple terminals can serve as backup for each other

- Real-time financial reporting to DJPK (Directorate General of Fiscal Balance)
